It appear to me to be a beautiful scene of a Mistress teaching her sissy how to apply makeup. Based purely on the lovely panties covering those pretty posteriors, we could draw two conclusions.
The first being, as Sissy Kaaren said, that sissies should be in pretty pink ruffles. As the lady on the left has pretty pink, ruffly panties, it would suggest that she's the sissy.
However, there is another school of thought that sissies should be exposed and vulnerable. As such the see through panties of the girl on the right would seem much for fitting for a sissy.
Obviously, these two theories are conflicting, leading us to conclude that the answer does not lie in what we can see of their panties. There are however much more subtle clues. Look to the hands of the girl on the right, and the reflection of Ms Left's beautiful face in the mirror. Do those hands look a bit hesitant while holding the brush? Isn't that face one of pride and encouragement?
It seems clear to me that the Mistress is on the left, and the sissy is on the right.
