In the old days, these historic gallows were used to display, and then punish, the members of society who were held out as those needing to be made an example of. Nowadays though, in this historic town where everyone knows everyone, this is where the women display their recently feminized husbands so that the entire community will know that they are no longer to be viewed as men, as if they ever really were.
